This is behaviour from someone driving that is not usual but is far more prevalent than it should be. As someone riding, I have the right to not be threatened by others behaviour.

We have lanes to indicate where we have priority. At the moment, the priority for all the lane in front of me is to me. Note that the person driving ahead can clearly see me and just slow to wait their turn to borrow the lane from oncoming traffic (me). However, they just drive at me, forcing me to take emergency action to avoid being hit. They come far too close to me. Especially at this time, they were much less than 2 metres from me, even having forced me to the pavement.

This is not dissimilar from the recent police warnings explaining why people riding might be in the middle of the lane. The people riding are saying there's not room to pass. Similarly, there isn't comfortable space for this person to drive past the parked car.

When wondering why people don't like to ride bikes on roads, this is one of the reasons.
