This can be too difficult to walk or cycle over this junction when lots of traffic. Also can be too many cars parked along here and taking up pavement space. Cars can find a different route.

Simple solution to problem of rat runs and driving the wrong way on a one way is to close it full stop and make it only walking and cycling.
Add in provision for cyclist to cross over the dual carriageway providing a direct safe link between st Albans Rd and Constable lane.
